Still no breakthrough
The ministerial closed discussions (focusing on marine fuels ) being led by Norway and Singapore have yet to yield concrete results. One insider has indicated the EU proposal is still on the table (the 20% cut on 2005 levels by 2020) although there is still the hope it will be cut.
